This research was supported by the Growth & Reform Network. The team engaged with local, regional and national governments, and with other organisations, and shared initial thinking ahead of the July Cabinet Statement. We are grateful to the many practitioners, policymakers and stakeholders who generously shared their time, challenge and insights throughout the process. This public paper summarises that work in order to inform further discussion but should not be taken to represent the formal position of any stakeholder consulted.
Our research builds on previous devolution policy work undertaken through the Future Governance Forum’s Impactful Devolution series, including A New Framework for Inclusive Local Growth and National Renewal and Stewards of the Regional System: Strengthening the foundations of Strategic Authorities. Further analysis on the capability of Mayoral Strategic Authorities (MSAs) will also be available through Mike Emmerich’s independent review of growth-capable devolution.
