Through devolution, there is an opportunity to build on early examples of place-based strategic cooperation between services and more effective cross-agency working, to deliver systemic results.
Our experience working with local government and service delivery in places has shown us that the system needs to fundamentally change; national policy constrains local places and so embedding changes requires a focus across tiers of government.
The delivery of high-performing public services and the maintenance of taxes and debt at sustainable levels requires a system-wide focus on reform and prevention that limits the rising tide in demand for acute services; reduces economic inactivity; and improves the health and well-being of communities.
