Liverpool City Council

Liverpool City Council is the local authority for the City of Liverpool, led by Councillor Liam Robinson, who has served as Leader since May 2023.
Liverpool is a globally recognised city with world-leading strengths in life sciences, the creative and digital economy, and the cultural sector, anchored by four universities and a distinctive international identity. Although making progress, it remains one of England's most deprived local authorities: around 37% of its neighbourhoods fall within the most deprived 10% nationally, child poverty affects more than half of children in income-deprived households, and economic inactivity continues to present a significant challenge to growth.
The Council's Plan 2023–2027 sets a vision to make Liverpool fairer, cleaner and stronger for all, structured around six pillars: a strong and fair economy; education, skills and employment; thriving communities; healthier lives; a well-connected and sustainable city; and a well-run council.

Anti-Poverty Framework 2026-2036
Liverpool's new ten-year Anti-Poverty Framework brings together the council's existing poverty work into a single, long-term plan focused on acting earlier to prevent crisis, improving access to essentials, and expanding face-to-face support services including a new multi-year Crisis Resilience Fund.

Inclusive Economic Growth Strategy Liverpool 2040
Liverpool's Inclusive Economic Growth Strategy 2040 sets a clear vision to create a strong economy that leaves no one behind, promoting growth in priority sectors while ensuring residents benefit through better skills, employment pathways, and business support.
