Growth and Reform Dialogue: Unpacking the Budget

Friday 28 November 2025 | 12:00 - 13:00 | Online

The long-term economic picture for the UK is both challenging and changeable; a late November budget will be defined by how the Chancellor reacts to losing a forecasted £22bn in future borrowing power.

While the national headlines may focus on tax rises, the balance of revenue raising and cutting measures will affect regional and local plans for growth – not just through the size of settlements and local spending power. Social security spending is under the microscope, politically and economically, and investor confidence in both the UK and devolution projects will be shaped by Rachel Reeve’s announcements.

Growth and Reform Dialogue – join us to unpack the budget and share perspectives with places around the UK

For UK Mayors and regions setting their own narratives about local growth and progress, the budget is a critical milestone.

To respond and unpack what it means for places around the UK, we’ll bring together peers from local and combined authorities across the GRN’s network to share their reactions and post-budget priorities. This event – for members only – is a space to hear from and connect to others facing similar challenges of delivering for their places.

To help us unpack the budget, we’ll be hearing from the GRN’s research team, who will set out implications for regional and local government, as well as inclusive growth and public service reform.
